Add parskip package

reed requested to merge Reed/cats-standard:enable-parskip into master

Currently the first paragraph in each section is left-justified, but all subsequent paragraphs start with an indent. The default settings for the parskip package gets rid of the paragraph indents, so that all paragraphs are left-justified blocks.
